West Oxfordshire District Council strengthens collaboration through Oxfordshire Leaders’ Joint Committee

West Oxfordshire District Council has reaffirmed its commitment to working closely with partners across Oxfordshire by supporting the establishment of the Oxfordshire Leaders’ Joint Committee. A new report outlines how this renewed partnership will enhance joint decision-making and cooperation between local authorities to secure the best outcomes for residents. 

Councillor Andy Graham, Leader of West Oxfordshire District Council, said:

“By working together with our neighbouring councils, we can deliver more for our communities. Whether it’s tackling climate change, improving infrastructure, or supporting economic growth, collaboration is key.  

“We have achieved some good work through the Future Oxfordshire Partnership and the Oxfordshire Leaders’ Joint Committee will provide a valuable forum to ensure decisions are made collectively and in the best interests of local people moving forward.” 

The formation of the Oxfordshire Leaders’ Joint Committee follows the winding down of the Oxfordshire Housing and Growth Deal, prompting a reset of the former Future Oxfordshire Partnership. The revised Terms of Reference for the committee ensure a more focused and efficient approach to joint working, while retaining key elements of collaboration that benefit communities across the county. 

Through this partnership, West Oxfordshire will continue to work closely with neighbouring councils on shared priorities such as sustainable transport, affordable housing, and local economic development. The council will also play an active role in ongoing discussions around devolution and local government reorganisation to ensure that West Oxfordshire’s voice is heard in shaping future governance arrangements. 

Existing and proposed workstreams —like the Net Zero Route Map and Action Plan, Local Area Energy Plans, and strategic infrastructure projects—will continue under a refined work programme. 

The Council remains dedicated to strengthening these partnerships to ensure that West Oxfordshire continues to thrive. By working closely with Oxfordshire County Council, Oxford City Council, neighbouring district councils, and key stakeholders, the council is committed to shaping a future that delivers for all residents.

  • The Future Oxfordshire Partnership (FOP) has become the Oxfordshire Leaders Joint Committee (OLJC) as part of a reset to align with emerging national and regional priorities. This shift is prompted by the need to be prepared to engage with the UK government's evolving stance on devolution, proposed reforms to economic planning and industrial strategy, and the conclusion of the Oxfordshire Housing and Growth Deal around which much of FOP's activity was focussed. 
  • Oxfordshire’s councils are all required to formally approve the change of name of the Future Oxfordshire Partnership to the Oxfordshire Leaders Joint Committee, new Terms of Reference [LINK], and a Memorandum of Understanding [LINK]. These decisions will be taken at the relevant committee of each council in March. The changes have been endorsed by the leaders of Oxfordshire Constituent Authorities at a meeting of the FOP on 28 January 2025. 
  • The OLJC is formed of the Constituent Councils, being the six councils of Oxfordshire: Cherwell District Council, Oxford City Council, South Oxfordshire District Council, Vale of White Horse District Council, West Oxfordshire District Council and Oxfordshire County Council.
