
West Oxfordshire District Council approves new strategy to prevent homelessness through early intervention and increased housing support
West Oxfordshire District Council has approved a new Preventing Homelessness Strategy 2025-2028 aimed at tackling homelessness at its root and reducing reliance on costly temporary accommodation.
The strategy, which was approved at the Council’s Executive meeting on 12 March 2025, sets out a proactive approach to preventing homelessness, focusing on early intervention, strengthening partnerships, supporting rough sleepers, and increasing accommodation options to ensure those at risk receive timely and effective support.
Councillor Geoff Saul, Executive Member for Housing and Social Care, said:
"No one should have to face the fear of losing their home, and with homelessness rising across the country, we must act decisively to support those at risk before they reach crisis point.
“In recent years, homelessness in West Oxfordshire has increased by around 50%, as the effects of the pandemic and cost-of-living crisis continue to take their toll. Despite this, our proactive approach has already delivered positive results, with rough sleeping in the district remaining at low to zero numbers at any one time.
“But even one person sleeping rough is too many. That’s why we are committed to doing more to prevent homelessness before it happens. This strategy ensures we step in early, provide the right support at the right time, and help people secure stable, long-term housing. By working closely with our partners and expanding accommodation options, we can prevent more people from reaching crisis point and build a stronger, more resilient community.”
The strategy aligns with the Council’s statutory duties as outlined in the Homelessness Reduction Act 2017 and is designed to build on the Council’s success in reducing homelessness through early intervention and targeted support. In 2023/24, over 250 households were prevented from becoming homeless, highlighting the effectiveness of these efforts.
Partnership working is central to the strategy, bringing together local housing associations, charities, health services, and voluntary organisations to provide joined-up support. By strengthening work in this area, the Council aims to improve access to vital services such as mental health support, financial advice, employment opportunities, and emergency housing—ensuring vulnerable individuals get the help they need before homelessness occurs.
With 95 households currently in emergency accommodation, the Council will also continue to expand housing options and invest in support services to reduce dependence on costly and unsuitable short-term accommodation, such as B&Bs, and instead provide stable, long-term housing solutions.
A detailed action plan will accompany the strategy, ensuring progress is monitored and services evolve to meet emerging challenges.
