Council Executive backs county-wide strategy to support future infrastructure investment
West Oxfordshire District Council has endorsed a county-wide infrastructure strategy that will strengthen the case for investment in strategic infrastructure including transport, energy, healthcare, utilities and green spaces needed to support sustainable development across Oxfordshire over the coming decades.
Councillor Liz Leffman, Executive Member for Planning and Infrastructure, said:

“By working together across Oxfordshire, we can make a much stronger case for the investment our communities need while protecting our environment and ensuring infrastructure keeps pace with future growth."
The Oxfordshire Infrastructure Strategy (OxIS) sets out the strategic infrastructure needed across the county to support sustainable development through to 2050. It was endorsed by the Oxfordshire Leaders Joint Committee in April 2026 and has now been backed by the Council’s Executive.
The strategy focuses on strategic scale infrastructure projects that benefit residents across the County, supporting the detailed infrastructure planning being carried out by the District Council in support of our emerging Local Plan. The latest draft of the plan has just been published which sets out the key infrastructure requirements for the district, on top of what is outlined in the OxIS strategy.
It brings together the latest evidence from councils, infrastructure providers and partner organisations to identify Oxfordshire's shared priorities. These include transport, energy, water resources, healthcare and green infrastructure, helping to ensure future investment is directed where it is needed most.
This refreshed strategy takes a broader approach than previous versions by having a stronger focus on social, environmental, carbon related infrastructure.
By endorsing the strategy, the council joins other Oxfordshire authorities in supporting a shared approach to securing future Government and external investment for major infrastructure projects across the county that cannot be funded through developer contributions alone. The strategy will also help partners present a clear and consistent case for funding where major projects have not yet been delivered or fully funded.
