Council backs town and parish council Community Governance Review to strengthen local representation

The review will examine the boundaries that determine which town or parish council represents a neighbourhood, focusing on areas where development has taken place, or is taking place, beyond existing town council boundaries. It will consider whether those boundaries still reflect the communities people identify with and where they use local services.  

By looking at local arrangements alongside the way communities have grown, the review aims to support effective representation, strengthen community identity and make local governance clearer for residents.  

Councillor Andy Graham, Leader of West Oxfordshire District Council, said: “Our towns and villages are much more than lines on a map. They are the places where people build their lives, use local facilities and feel a sense of belonging. We want local representation at town and parish council level to reflect those connections. 

“As our communities grow, it is right to check that the arrangements serving them are keeping pace.  Many of the boundaries are historic and we have had calls to look at them again. This review gives us an opportunity to listen to residents, work with our town and parish councils, and consider whether local boundaries can better reflect the communities people call home. 

“This is about getting the foundations right for the future, while respecting the distinctive identities of our towns and neighbouring villages. Local knowledge and residents’ views will be central to that work.” 

The first stage will invite Carterton, Chipping Norton and Witney town councils, together with neighbouring parish councils and parish meetings, to put forward proposals. Options will then be developed with input from local councillors before returning to Full Council for consideration.  

Public consultation will then be undertaken on the proposals, giving residents and other interested organisations an opportunity to comment before final recommendations are prepared.  

The review will also consider any resulting implications for town council wards and the number of councillors on affected town and parish councils. It is focused on the three town areas and their neighbouring parishes, rather than a district-wide review.  

The decision starts the review process; it does not approve any changes to boundaries. Depending on the timing of local government reorganisation, final decisions may be taken by West Oxfordshire District Council or a successor unitary council.
