Council approves updated business rates relief policy to support local priorities

West Oxfordshire District Council has approved updates to its Discretionary Rate Relief Policy to help ensure business rates support remains fair, flexible and focused on local needs. The policy allows the Council to reduce business rates in cases where providing support benefits the local area, including small businesses, local hospitality, and voluntary/community groups. 

Councillor Alaric Smith, Executive Member for Finance, said: “We know that many organisations and businesses continue to face financial pressures. These updates will help make sure support is targeted where it can have the greatest benefit for our communities, local economy and environment. 

“We want the policy to remain clear, fair and able to respond to future changes, including the growing role of electric vehicle infrastructure across the district. These changes will help the Council continue supporting organisations that make a positive difference to people’s lives.” 

The updated policy was approved by the Council’s Executive at its meeting on 10 June. 

Current support available includes relief for charities and registered Community Amateur Sports Clubs, which already receive 80% mandatory business rates relief and will receive an additional discretionary “top-up” from the Council, reducing their bill to up to 100%. Non-profit organisations, such as community groups and voluntary organisations, may also qualify for up to 100% discretionary relief. Further support may be available for certain rural businesses that provide essential local services, businesses experiencing financial hardship, and properties that are temporarily only partly occupied. 

New relief rates introduced through the updated policy include: 

  • Supporting Small Businesses Relief – this helps businesses facing large increases in business rates following a property revaluation. Annual bill increases for eligible businesses will be capped at £800. 
  • Relief for pubs and live music venues – eligible pubs and live music events will receive a 15% reduction on their business rates bills for the 2026/27 financial year, helping support local hospitality, culture and entertainment. 
  • Electric vehicle charging relief – the Government has introduced a new 10-year 100% business rates relief for standalone electric vehicle charging points and EV-only forecourts. The Council is currently waiting for further Government guidance before implementing this policy. 

The Council also has powers to provide additional discretionary discounts where there is a clear benefit to local communities or the local economy.
